He was born in Bogotá, Colombia, in May 18th, 1878 and died in Havana in March 22nd, 1936. From Cuban parents, he made his earliest studies in Havana City. He was professor of grammar in the Escuela Normal (Professoral School) and had important positions in the Secretaría de Instrucción Pública y Bellas Artes (Public Instruction and Fine Arts Secretariat) Together with Miguel de Carrión he settled the following magazines: Cuba Pedagógica (1903), specialized, and La Edad de Oro (1904, an attempt to keep on the homonymous magazine created by José Martí), for children. In 1912 he was editor-owner of another children magazine Primavera. Besides, he collaborated in El Fígaro (1903-1929), in whose 1904 poetry contest he won the First Prize and in Cuba y América.
He was chief editor of Letras (1910) and Revista de agricultura, comercio y trabajo (1918-1921). As journalist he outstood, mainly, for his humouristic section “Arreglando el Mundo”, (“Fixing the World”). He made use of his pseudonimous Billiken, which he kept for some twenty years, first La Prensa and from 1917 in El Mundo. In 1929 he settled the satirical weekly magazine Billiken, which became quite popular. Founder member of the National Academy of Arts and Letters.
