He was born on August 23, 1889 and died in Havana, on August 8th, 1964. He studied Elementary School in th Colegio de Belén. In 1905 he published his first article, «Impresiones de viaje», in the Diario de la Marina. In 1908 he graduated as Bachelor in Arts and Letters in Instituto de la Habana (Havana High School Institute) In 1912, his work «¿Se puede vivir en La Habana sin un centavo?» ("Is it posssible to live pennyless in Havana") won the first prize in the contest of humouristic articles summoned by El Figaro magazine. He collaborated in the Revista Jurídica (Juridical Magazine) (1912-1913). Since 1913 he was editor and editor in chief of Gráfico. From 1913 to 1917 he was director of the Revista de Derecho (Laws Magazine).
He was Jefe de despacho (Chief of Bureau) of the First National Juridical Congress (1916). Editor of Social Magazine from 1916 to 1920. In 1917 he graduated in the University of Havana as Doctor in Notarial and Civil Laws. In 1921 he travelled through Germany, France, Spain, Latin America, and United States. He collaborated with the Anuarios de la Sociedad Cubana de Derecho Internacional (1921-1930). He was member of the Comisión nacional codificadora (1922). Founder and secretary of the Revista de Derecho Internacional since 1922, and joined its editorial staff since 1923. He was one of the participants of the \"Protest of the 13\" in 1923, and member of the Grupo Minorista.
He collaborated in Archivos del Folklore Cubano (1924). Literary Director of Social magazine from 1925. Sub Director of Carteles magazine from 1925 to 1930. Havana Intermunicipal Commisioner from 1927 to 1935, but from 1931 to 1933, when Gerardo Machado dictatorship ocuppied that Municipality. In 1935 he was appointed Historian of Havana City. According to one of his initiatives the Oficina del Historiador de la Ciudad (Office of the Historian of the City) was created, and he was in charge of it in 1936. He also took care of its publishings, such as the Cuadernos de historia habanera, the Actas capitulares del Ayuntamiento de La Habana and the Colección histórica cubana y americana. He also directed the Revista de Estudios Afrocubanos (1937). With his work Martí en España He joined the Academia de la Historia (Academy of History) in 1938. Member of the Liga Antifascista (Anti Fascist League) in favor of the Spanish Republic in 1939).
Founder in 1940 and President of the Sociedad Cubana de Estudios Históricos e Internacionales.(Cuban Society of Historical and International Studies). Collegiate Journalist in 1943. He directed the Municipal Historical Archive. He was member of the Junta Nacional de Arqueología y Etnología, of the Colegio Nacional de Periodistas (National College of Journalists), of the Comisión de Monumentos, Edificios y Lugares Históricos y Artísticos Habaneros, of the Sociedad Cubana de Derecho Internacional (Cuban Society of International Right), of the Colegio de Abogados de la Habana and other institutions. Besides he collaborated in El Mundo, Revista Bimestre Cubana, Alma Latina, El Teatro, Heraldo de Cuba, El País, Bohemia, Revista de la Universidad de la Habana, La Discusión and Vanidades. His words spreaded José Martí´s amtimperialist thought and U.S.A Impertialism penetration in the relations between Cuba and United States.
